Jon D. Neely, Chief Executive Officer
Jon D. Neely is Chief Executive Officer of Capitol Appraisal Group, LLC and a co-founder of its predecessor, Truett F. Pritchard and Associates. He is recognized as a pioneer in the industry with over 45 years of experience in designing, constructing, operating, and appraising plants, including utility, commercial, and petroleum properties. He has served as past president of the National Association of Mass Appraisers and graduated from Texas A&M University with a BS in Chemical Engineering.
Gregg A. Davis, RPA, President
Gregg A. Davis is the President of Capitol Appraisal Group, LLC. He has over 35 years of experience in construction and complex property appraisals and has been recognized for his development of uniform methods of appraisal in the industry. He formerly served as Executive Vice President of a Texas Panhandle bank and worked for the Legislative Budget Board and the Office of Court Administration. He graduated from Texas Tech University with a BS in Finance.
Kenneth A. Hitt, RPA, Vice President
Mineral Division Manager
Kenneth A. Hitt leads the Oil and Gas Division of Capitol Appraisal Group, LLC. He is recognized as a measurement and control system specialist with over 35 years of experience appraising natural gas reservoirs, storage, and pipeline operations. He has served as a consultant to the Energy Council of California’s U.S. Congressmen and is a graduate of California State Polytechnic University, San Luis Obispo, with a BS in Mechanical Engineering.
Richard N. Barrick, Vice President
Information Systems Division Manager
Richard N. Barrick leads the Information Systems Division of Capitol Appraisal Group and has over 35 years of experience in data maintenance, data processing, and computer system applications for tax administration. His leadership in the design and implementation of custom appraisal software has streamlined the certification and collection processes for appraisal districts. He is a member of the Association for Computing Machinery and a graduate of the University of Texas at Austin with a BS in Computer Sciences.
David E. Popelar, P. E., RPA, Vice President
David E. Popelar leads the firm in special-purpose property appraisal. He is a licensed Professional Engineer and Real Estate Appraiser (certified general) with more than 15 years of appraisal experience. In addition to his appraisal background, he has more than a decade of experience in engineering and design having worked with some of the largest engineering firms in the U.S. and Europe. He is a graduate from the University of Michigan with a BS in Chemical Engineering.
Noel D. Wilcoxson II, RPA, EIT
Industrial Division Manager
Noel Wilcoxson is a registered industrial appraiser specializing in chemical plants, power plants and other complex industrial facilities with additional experience as a property tax consultant. He graduated from Texas A&M University with a BS in Chemical Engineering. Noel is a member of the IAAO and is close to completing his CAE designation.
Gregory D. Anderson, RPA
Greg is a registered appraiser in the Industrial Complex Property Division with over 10 years experience in the valuation of complex industrial personal and real property. He also has over 20 years of manufacturing engineering experience in semiconductor manufacturing, equipment manufacturing and design, and oilfield measuring equipment manufacturing. He has a BS in Electronics Engineering Technology from DeVry University, a patent through Motorola, and an American Production and Inventory Control Society Certification in Production Inventory Management.
Bianca Cornwell provides assistance to the Industrial Complex Property Division. Her responsibilities include working on renditions and she is a member of the utilities team. She has over 20 years of experience as a computer information technician and 5 years as an account manager. Bianca received her BS in Biology from the University of Moncton, New Brunswick; a degree in programming from College Multihexa, Quebec; and a degree in Multimedia from College Communautaire du Nouveau-Brunswick.
Shannon Douglass is responsible for the imaging and document management of Capitol's Industrial and Minerals Departments. She brings over twenty years of professional office experience to Capitol, is a graduate of Texas State Technical College, and is certified in the field of Child Care.
Sandra Fain, RPA
Sandra Fain is an appraiser in the Industrial Complex Property Division. She is a chemical engineer with over 5 years of experience working with different industries including oil, food, paper, and tobacco, among others. She also has an MBA in corporate finance from St. Edward’s University. For several years, she worked with the Bloomberg team in charge of developing the largest Private Equity product within the field of alternatives investments. She is also a certified Project Management Professional by PMI and earned a Six Sigma Green Belt Certification from the American Society for Quality.
Kristophor Irish, RPA
Kris Irish is a registered appraiser in the Industrial Complex Property Division. He has over four years of experience appraising industrial properties and holds a Bachelor of Science degree in Marketing from Olivet Nazarene University.
Cathy A. Jackson, RPA
Cathy Jackson is a registered appraiser in the Industrial Complex Property Division with over 30 years of experience. She has been with Capitol Appraisal for over 10 years. Cathy previously served as Chief Appraiser for Lamar CAD (1998-2005) and as a Deputy Chief Appraiser (1991-1998). She is a licensed realtor and holds an Associate of Science degree in Computer Science from Paris Junior College.
Peggy Lutz provides assistance to the President and the Industrial Complex Property Division Manager, and leads the personnel team that completes review of all appraisals. She has an extensive background in project management, software implementation, and contract analysis for the computer and medical device industries.
Ashley Mayfield, RPA
Ashley Mayfield is a registered appraiser in the Industrial Complex Property Division and a Registered Tax Assessor with over 12 years of experience working for appraisal districts. She also serves as the Chief Appraiser for Concho County and has in-depth knowledge of ad valorem tax processes.
Terry Mooney is an appraiser in the Industrial Complex Property Division. The last 13 years he worked as a Senior Manager of a national consulting firm specializing in personal property. With over 25 years of experience within the property tax industry, he has worked for Central Appraisal Districts and appraisal companies. Terry is a graduate of Texas Christian University with a Bachelor of Science degree. Terry has previously held an RPA & PTC license with TDLR.
Gerri A. Renfroe, RPA, Senior Appraiser
“Tilly” Renfroe is a registered appraiser in the Industrial Complex Property Division with over 18 years of experience. She began her career with the Dimmit Central Appraisal District where she served as Chief Appraiser from 2005 – 2008. She has in-depth knowledge of the certification process and has worked closely with clients and property owners.
Jeff Taylor is an appraiser in the Industrial Complex Property Division. He has previously worked for CAD’s, appraisal companies, and was a senior manager of a consulting firm specializing in personal property. With over 15 years of experience in the property tax industry, majority of his experience primarily lies in the oil & gas industry, as well as other energy sectors such as wind and solar. Jeff graduated from Tarleton State University with a BS in Business Management and has previously held an RPA & PTC license from the TDLR.
George Turcios is an appraiser in the Industrial Complex Property Division and a graduate of Texas Tech with a BS in Petroleum Engineering. He currently has 9 years of experience in the oil and gas industry.
Na Wei, RPA
Na Wei assists industrial utility lead with complex business property analysis and appraisals. She has experience in data analysis, accounting, spreadsheets. She graduated from Texas State University with a MA in Accounting.
Michael Banks is a Royalty Taxpayer Specialist and holds a BS in Business Administration. He has eight years of experience in retail and property management.
Stephanie Bridges is a division order analyst. She has a background in state government and assists with maintenance of ownership for oil and gas leases. She has a BA from Oklahoma State University.
Michael D. Davis, RPA
Michael (Mickey) Davis is a registered appraiser in the Mineral Division providing market value appraisal of mineral property and support for the Royalty Taxpayer Hotline. His experience includes banking, teaching/coaching, and real estate agent. He has a BBA in accounting from Texas A&M University.
Esther Garza is a division order analyst with over 30 years of experience in computer operations and ownership for oil and gas leases. She joined the company in 1983 in the real estate division before joining the Austin Mineral Division. She also served in data processing where she handled all company printing/shipping operations, as well as preparation of tax rolls, receipts and voter registration rolls. Esther currently maintains the ownership of oil and gas properties and provides valuable analysis of lease information for clients, operations, operators and tax agents.
Trent D. Johnson, RPA
Trent D. Johnson is a registered appraiser in the Mineral Division. He has spent equal amounts of his tenure at Capitol Appraisal in the Industrial and Mineral divisions. He specializes in machinery, manufacturing and the oil and gas industries. He currently is pursuing a Personal Property Specialist designation by IAAO.
Chandra Morris is a division order analyst with over 25 years of experience. She maintains the ownership of oil and gas properties and provides valuable analysis of lease information for clients, operators, and tax agents. Chandra came to Capitol Appraisal Group in 1991 after serving with the Liberty County Appraisal District.
Althea Roberts is a division order analyst with over 30 years of experience. She came to Capitol Appraisal Group in 1984 after working at the Bexar County Appraisal District. She maintains the ownership of oil and gas properties and provides analysis of lease information for clients, operators, and agents.
Jeff Ronk is an appraiser in the Mineral Division. He is a Petroleum Engineer with 30+ years varied experience in the Oil and Gas Industry working for large to small independents. He holds a BS in Petroleum Engineering from Colorado School of Mines and an MBA from West Texas State University. He is currently pursuing his RPA.
Mari Sharma is a division order analyst. She brings experience from the public and private sector, both in the US and in the UK. She provides valuable support maintaining ownership for the oil and gas properties. She has a BA in Business Administration from South Bank University, London, UK.
LeLaina R. Taylor, RPA
LeLaina Taylor is a registered appraiser in the Mineral Division who has been involved in the appraisal industry since 2002. She specializes in market value appraisal of mineral property with in-depth knowledge of accepted principles, methods, and techniques. She holds a BS in Engineering Management Technology from Grantham University and an AAS in Accounting from Kilgore College.
Erica Thomas is a division order analyst maintaining ownership of oil and gas properties. She works with clients, operators, and tax agents to address royalty interest and ownership questions.
Dylan Van Meter
Dylan Van Meter is an appraiser in the Mineral Division and provides support for the Royalty Taxpayer Hotline. He has 17 years of teaching Mathematics and Science in a secondary setting. He holds a BA in Biology and M.Ed. from the University of Texas. He is currently pursuing his RPA.
Priscilla Weston is a division order analyst maintaining ownership for various counties since 2007 for oil and gas properties. She works closley with clients/operators/agents to properly examine, establish and maintain accurate ownership records as well as analyze estate documents, assignments, conveyances and deeds used in ownership transfers.
David L. Barkelew, Systems Analyst
David Barkelew is a systems analyst with 30 years of experience in system management and programming, including all layers of application design and development from database design to user interfaces. He is a graduate of the University of Texas at Austin with a BS in Computer Sciences.
Margo L. Kuykendall, Systems Analyst
Margo L. Kuykendall is a systems analyst with a background in the design and development of VBA applications and databases. She has provided software support for our unique custom appraisal and collection software designed exclusively for our appraisers and clients for 18 years. Her prior experience includes experience in the banking and soft drink industries. She is a graduate of the University of Texas at Austin with a BS in Management Information Systems.
Mitchell W. Longley, Systems Analyst
Mitch Longley is a software developer with almost 40 years of experience in data processing systems architecture and development, including multi-tier service oriented applications, telecommunications and data collection systems in a real-time environment. He is a graduate of the University of Texas at Austin with a BS in Electrical Engineering.
Derek Maciak, Systems Analyst
Derek Maciak is a systems analyst and developer with more than twenty years of experience in the software industry and has consulted on many large-scale enterprise level applications in the Manufacturing, Retail, Hospitality, Publishing and Transportation industries to name a few. Derek is skilled at architecting, designing and developing complex, large-scale enterprise business systems that collect data from multiple sources and incorporate multiple User Interfaces (UI) including native windows, web and mobile devices. Derek graduated from Penn State University with a BS in Electrical Engineering.
Lynn Taets, Network Administrator
Lynn Taets has 35 combined years of experience in business administration and computer technology. She provides hardware, network, and software support to customers and all company employees. She graduated from Regis University with a BA in Business Administration and received her MS in Computer Information Systems from the University of Phoenix.
Bobby R. Thompson, Customer Information Systems
Bobby R. Thompson is a software system developer with over 30 years of experience for industry-specific accounting, wholesale, retail, and manufacturing markets. He specializes in county government and tax and mass appraisal software development. He is a graduate of the University of Texas at Arlington with a BS in Accounting.
James R. Voges, RPA, GIS Specialist
James Voges is an appraiser in the Mineral Division and Industrial Complex Property Division. He assists the divisions with mapping utilizing Geographic Information Systems, and provides data support to our employees and clients. He graduated from Texas State University with a BS in Physical Geography and a minor in Geology with an emphasis in Geographic Information Systems and Cartography.
Roland R. Bieber, RPA, Client Relations
Roland R. Bieber has 40+ years of tax office experience. He served as Tax Assessor-Collector for the city of Port Arthur for eight years, and 30+ years as Chief Appraiser for Jefferson County Appraisal District. He has served as President of the Texas Association of Appraisal Districts. He is currently serving his eighth year as a member on Tax Relief for Pollution Control Property Advisory Committee for the Texas Commission on Environmental Quality. Roland is a graduate of Lamar University, Beaumont, Texas with a BA in Accounting.
Ronny Burran, RPA,RTA, Client Relations
Ronny Burran has 35+ years in appraisal and tax office experience and eight years in the Savings and Loan industry. He received his RTA in 1985 and RPA in 1987. He served as Chief Appraiser for Terry County Appraisal District for 25 years. Ronny has served on numerous committees for the Texas Association of Appraisal Districts, as well as instructed courses for the organization. He attended South Plains College and Texas Tech University.
Marie Mzyk-Gardner, Human Resource Specialist and Administration
Marie Mzyk-Gardner brings 15 years of previous experience in small business management and personnel administration. She currently is responsible for payroll, quarterly payroll tax reports, payroll reconciliations, and providing supporting documentation to the Accountant. Marie also coordinates the recruitment of candidates, prepares and updates employment records, explains policies, procedures, benefits and standards to new and existing employees. She also has knowledge and experience in employment law including matters with the Texas Workforce Commission, the Equal Employment Opportunity (EEOC), the Americans With Disabilities Act (ADA), the Department of Labor and worker compensation.
Teresa Scofield, Accountant
Teresa Scofield brings 35 years of experience to the Accounting Department and has a background working for a CPA firm. Her responsibilities include maintaining the general ledger, supervising accounts payable, payroll, accounts receivable, fixed assets, human resources, employee benefits, including the 401(k) and Section 125 and HSA plans. Teresa also prepares quarterly financial statements, monthly budget reports, year-end schedules, and ratifies all federal and state tax returns.
Carolyn Smith, Accounting Assistant
Carolyn Smith brings 20 years of accounting experience in small business and services. She is an executive assistant with business management and full charge bookkeeping experience. Her responsibilities include contract administration, accounts receivable, managing the full accounts payable cycle, including the processing and coding of employee expense reports, issuing checks,preparing bank reconciliations and 1099s. Carolyn is also responsible for administrating proposal processes, including gathering reports, updating the templates, editing and assembling the final product.
